Public administration

Software for the public administration – with full data sovereignty

Specialist applications, data analysis and AI for public authorities, municipalities and public institutions. Manufacturer-neutral, on request completely on-premise – and with source code that remains with the client.

Schematic representation. Whether a solution runs in-house, in the municipal data center or hybrid, decides the application case.

What administrations come to us with

Six starting points that occur again and again in authorities and municipalities – regardless of size and area of expertise.

A technical procedure does not cover the process
The standard solution represents ninety percent, the rest runs via Excel lists, paper and call – and this is where the queries arise.
Procedures do not talk to each other
Data is transmitted manually between technical procedures, e-files and portals. Each transmission is a possible source of error and costs processing time.
Knowledge is in files, not in systems
Regulations, decrees, notes and transactions are in place but cannot be found. The answer exists, finding it only takes too long.
Numbers for reports come together by hand
Key figures for committees, supervision or statistics are compiled from different sources every quarter, instead of being cleanly constructed.
AI should be used, but legally secure
The pressure is there, the legal situation is complex and the question is open which data a system is allowed to see at all.
A solution should not leave the house
For data protection, for security reasons or because a supervisory authority requires it: Operation in its own or municipal data center is a condition, not a wish.

The boundary conditions that apply here

In administration, it is not the fastest solution that decides, but the demonstrable one. These six points characterize every project – who considers them only at the acceptance, builds twice.

Accessibility is mandatory, not free
Public bodies are subject to BITV 2.0 or EN 301 549. This is not an acceptance formality at the end: contrasts, keyboard operation, focus order and screen reader suitability must be in the implementation right from the start.
Procurement law determines the path
Whether a contract, limited or Europe-wide advertisement will determine the tailoring and timetable of a project. We follow your procedure and provide the documents that your awarding agency needs.
File regularity and e-file
What arises must be traceable and file-relevant. An application that lives next to the file ends up creating duplicate work instead of less.
Data protection with national reference
In addition to the GDPR, the state data protection laws apply, as well as area-specific regulations. Erasing concepts, purpose limitation and logging therefore belong in the architecture, not in a subsequent document.
Information security according to IT-Grundschutz
Specifications from BSI basic protection characterize operation, accesses and logging. In addition, NIS2 puts other public institutions under its mandate.
EU AI Act for AI projects
Public authorities sometimes have stricter requirements, especially for systems that evaluate people or prepare administrative decisions. We clarify risk class and documentation before implementation, not afterwards.
AI in administration – what carries today
The crucial difference is not the model, but where it runs and whether its answers are proven. We build systems that work on your own stock and provide the source for every statement – completely in your own or municipal data center, without any content going to external providers.
Whether a project falls under the stricter obligations of the EU AI Act, we clarify in advance. More about this under AI Governance & EU AI Act.
Useful use cases
  • Search in regulations, regulations and procedures
  • Prepare drafts that a person examines and is responsible for
  • Opening up and finding large files
  • Pre-sort and assign incoming requests
What we discourage
  • Make administrative decisions automated
  • Providing personal data to external services
  • Use systems whose answers cannot be proven

Why our cut fits here

Four qualities that we bring with us anyway – and that are unusually heavy in the public sector.

The source code remains with you
Source code, documentation and accesses are transferred to the client. In an environment in which procurement cycles last ten years, this is not a detail, but the prerequisite for you to be free to decide later.
Manufacturer neutral because we don’t have to sell anything
We are not partners of anyone whose licenses we provide. The choice of technology depends on your case – not on our sales model.
Operation where you require it
Own data center, municipal service provider or hybrid. This also applies explicitly to AI shares that can be operated locally.
A permanent point of contact
No ticket system and no account manager as a buffer. You talk to the people who can build your solution and answer technical questions yourself.

Where we fit – and where not

A word about classification before you invest time: We are a medium-sized company from Stuttgart, not a major provider with framework contracts at the federal and state governments. If your project is a nationwide specialist procedure with hundreds of subsequent positions, we are not the right address – and tell you that in the first conversation.

Where we fit, there are delimited projects: a specialist application for a specific process, an evaluation that has so far been carried out by hand, the connection of two processes, an AI application case on own stocks. So wherever it depends less on mass than on someone really understanding the process.

And as described on our reference page: We only name customers with written approval. Especially in the public sector, this is the rule. A conversation with a reference customer can still be set up in many cases.

Frequent questions

Yes. We participate in direct awards, limited tenders and open procedures and provide the usual evidence and explanations. What we do not have are existing framework agreements at federal or state level – if your project is to run over it, we are the wrong partner.
If you will, yes – completely. Likewise with the municipal IT service provider or hybrid. This also applies explicitly to AI parts: language models can be operated locally, so that no content goes to external providers. Which variant makes sense depends on the need for protection and the application.
By being part of the implementation from the outset and not being reviewed at the end. Specifically, this means: semantic markup, complete keyboard usability, sufficient contrasts, meaningful focus order and labels that a screen reader can read aloud. We are guided by BITV 2.0 and EN 301 549 and document what has been implemented.
Yes, completely, including documentation and build pipelines. This is especially important in the public sector because systems there often run longer than any contractual relationship. They must be able to change at any time or develop themselves.
Honest answer: It depends on the procedure and we do not claim familiarity here that we cannot prove. What we bring with us is experience with grown system landscapes, interfaces and data migration. Bring the expertise with you; Our task is to understand quickly enough what matters.
Usually with a narrowly defined step below the thresholds: an inventory, a prototype for a specific application or an evaluation that is created by hand today. This creates clarity about effort and benefits before a larger procedure is prepared.
That’s why we build systems so that they work in and do not decide. Every statement is delivered with its source so that a person can examine it, and responsibility for the decision remains where it belongs. We do not build systems that make administrative decisions independently.
A project that still needs form?
Tell us about it, even if blanks and procedures are still open. You get an honest assessment of feasibility, operating model and data protection – and if we are not the right ones, we say so.
